Cat in Distress on El Prieto

From an El Prieto neighbor:

"Does anyone know the owner of a beautiful young silver/grey tabby cat that lives near the middle of El Prieto Road?

 It's managed to put it's left front leg through the flea collar it's wearing, so that the collar is now around the cat's neck and shoulder. It looks very tight and the animal has to walk without using the front leg.

It's obviously in extreme discomfort and probably peril. It's been that way for at least 2 weeks. I've seen it twice, again yesterday, and haven't been able to lure it close enough to capture

It's obviously an outdoor cat, and I've got a feeling somebody around here owns it, but doesn't realize the shape it's in. This poor thing may be permanently crippled already, and may die without help. Please keep an eye out for it, and help it if you can. "

This is horrible! I'm going to go down tonight after work with some wet cat food and try to catch the poor thing.
